A clean cargo is two things. Today they are sold as one.

A buyer, a ship, a delivery date and a price. This part of the market already works.
THE CLEAN PART
The proof it is clean
What regulators tax, what buyers pay extra for, what banks demand. It has no market of its own.
SEPARATE THEM
The clean part becomes tradable on its own, priced, financed and settled independently of the plant that made it or the ship that carried it. That is the market ZETA exists to create.

Most of this market cannot yet prove the year. CBAM is already charging importers for embedded emissions, and applies an expensive default when the real figure cannot be evidenced.

We are building the market, not describing it.

Three pieces have to exist before the clean part of a cargo can be bought and sold like anything else: rules everyone agrees on, a record of who owns what, and somewhere to trade. We are building all three at once, because none of them works alone.

Rules that say what counts as clean, how it is evidenced, and how it is bought and sold, written in the forms this industry already uses, so a trader or their counsel opens them and knows where everything is.

A record of who owns the clean part of a cargo. Only a registry can guarantee that one unit is claimed once, because only a registry can see every unit at once.

Somewhere to buy and sell it, so a price exists. Without one, the clean part stays a private negotiation between two parties who each keep their own books.

The last row is the one no other scheme can show you. Eight months after the claim was made and published, the evidence failed, the certificate was invalidated, a replacement was issued against the same quality, and the original claim stays visible in the record.

This tonne can be retired against exactly one claim, by one company, for one reporting year. After that the record shows it as spent, for ever.
TRANSFER IS THE REGISTRY EVENT
Ownership changes when the registry records it, not when the paperwork is signed. One authoritative answer to who holds this, at any moment.
IF THE EVIDENCE FAILS
Even after retirement, a certificate can be invalidated and replaced, with the original claim still visible in the record. Nothing is quietly deleted.

Nothing here is released yet, and while it is being written the drafts go to members. That is not a paywall on finished rules. It is early sight of unfinished ones, with the standing to change them before they harden.
What the library holds is listed below in full, so you can see the shape of the work before you ask for a seat. Every document states what it is and what you may rely on, which today is orientation and nothing more.
THE LIBRARY, HONESTLY
Ninety-five controlled documents. 1,432 identified requirements. Released for reliance: none yet.
The last number is the honest one. It moves when members vote, not before.

Four things that must never be mistaken for each other.
Almost every failure in environmental markets is one of these four collapsing into another. A certificate sold as though it were the attribute. An attribute claimed twice because nobody could see both claims. Keep them apart and most of the failures become structurally difficult.
01 The cargo The hydrogen, the ammonia, the megawatt hour. The physical thing that moves.
02 The attribute What makes it clean: when, where and by what method it was made. This is the thing that gets traded.
03 The certificate The record that evidences the attribute and tracks its life. Evidence of the thing, never the thing.
04 The contract The instrument that transfers, settles or remedies it. Not the certificate, even where it names one.
KEPT APART, ALWAYS One unit supports one claim at a time. The registry event, not the paperwork beside it, is what moves ownership.

Retirement and invalidation are terminal. A unit that has supported one claim can never support another; that is the entire point of the registry.

Nothing here is released. Every document is a draft, legal reliance is gated jurisdiction by jurisdiction, and the counsel opinions are unsigned working drafts. We would rather publish that plainly than let a reader assume otherwise.

Which of your obligations this helps with, and where it stops.

The regulator asks one question. The crosswalk answers it.
The question is always the same: which of my obligations does this actually help me meet, and where does it stop? We answer it in a table: the obligation on the left, the requirements that carry evidence for it in the middle, and the honest gap on the right.

WHY EACH ONE SAYS WHAT WE DO NOT DO
Because a crosswalk is the document most likely to be over-read. A reader who wants ZETA to mean compliance will find a way to read it that way unless the page forecloses it. So each one states, in its own voice and before the sources, exactly what it does not do: confer status, file anything, perform the computation, or make a certificate eligible.
Each also carries a review date and an owner, because a crosswalk to a moving regime is a maintenance commitment, not a publication.

No permission is required at any step. Anyone can walk it without asking us, which is the only reason the map is worth publishing.

Monthly matching ends. Every megawatt hour claimed renewable must be matched to the hour it was made, and the systems that survive that day are being specified now.

Steel
Route matters more than tonnage. An electric arc furnace and a blast furnace are different numbers, and only one of them can be evidenced cheaply.
Aluminium
Almost entirely a power question. Where the electricity came from, hour by hour, is most of the answer.
Cement
Process emissions from the chemistry itself, which cleaner power cannot abate. The evidence trail is the only lever an importer has.
Fertiliser
Ammonia is the feedstock, so a clean fertiliser claim rests entirely on a clean hydrogen claim upstream of it.
RECOGNITION
ZETA holds no recognition under any of these regimes. For renewable hydrogen, standing comes only through schemes the Commission has recognised. As at December 2024 those are ISCC, REDcert and CertifHy, and we are not among them. Our work structures and evidences compliance data. It does not constitute compliance.

The constraint is not resource, technology or capital.

It is that no two counterparties describe the same cargo the same way, and no attribute verified in one jurisdiction is accepted in the next.

That gap closes over the next twenty-four months, and it closes in one of two ways.

ZETA holds no trading book, operates no marketplace and no registry today, and takes no position in any product it defines. It publishes no price assessment. These are constraints in the constitution of the foundation, and they are the reason a regulator and a trader will sit at the same table.

Recognition attaches to methods and platforms, never to companies. A member firm’s mark never appears on a standard.
