until hydrogen must be matched to clean power hour by hour to count as renewable in Europe.

Most of this market cannot yet prove the year. CBAM is already charging importers for embedded emissions, and applies an expensive default when the real figure cannot be evidenced.

Every carrier that can hold clean value.

The rules are written once and applied per carrier, so a hydrogen certificate and an ammonia certificate are the same instrument with different contents, and a benchmark can group them honestly.

01 THE IDEA UNDERNEATH ALL OF IT D00 · WHERE EVERY RULE STARTS

Four things that must never be mistaken for each other.

Almost every failure in environmental markets is one of these four collapsing into another. A certificate sold as though it were the attribute. An attribute claimed twice because nobody could see both claims. Keep them apart and most of the failures become structurally difficult.

STATUS

Nothing here is released. Every document is a draft, legal reliance is gated jurisdiction by jurisdiction, and the counsel opinions are unsigned working drafts. We would rather publish that plainly than let a reader assume otherwise.

No permission is required at any step. Anyone can walk it without asking us, which is the only reason the map is worth publishing.

On 1 January 2030 the hour becomes the unit of proof.

RECOGNITION

ZETA holds no recognition under any of these regimes. For renewable hydrogen, standing comes only through schemes the Commission has recognised. As at December 2024 those are ISCC, REDcert and CertifHy, and we are not among them. Our work structures and evidences compliance data. It does not constitute compliance.

The constraint is not resource, technology or capital.

It is that no two counterparties describe the same cargo the same way, and no attribute verified in one jurisdiction is accepted in the next.

That gap closes over the next twenty-four months, and it closes in one of two ways.

WHAT MEMBERSHIP DOES NOT BUY

A newsletter. A logo on a website. A recognition decision. Membership buys a vote on the definitions your contracts will reference, and a seat in the working group where the delivery basis for your product is decided.

04 NEUTRALITY, IN WRITING

Not a policy. A constitutional constraint.

ZETA holds no trading book, operates no marketplace and no registry today, and takes no position in any product it defines. It publishes no price assessment. These are constraints in the constitution of the foundation, and they are the reason a regulator and a trader will sit at the same table.

Recognition attaches to methods and platforms, never to companies. A member firm’s mark never appears on a standard.

PRIVACY, IN PLAIN ENGLISH

The forms on this site (event registration, the enquiry and the Signal signup) send what you type to the Secretariat. Registration confirmations and our mailings are sent through Brevo, an EU company based in Paris, which handles your address only to deliver mail on our behalf. Our mailings record whether they were opened and which links were clicked, so we can tell what is useful; that is the only measurement in them. We count page views with Plausible, which is hosted in the EU, sets no cookies and never sees who you are. No advertising pixels, and no cookies beyond the session that keeps a member signed in. We write to people who asked to hear from us or who work with ZETA, and every mailing carries a one-click unsubscribe, after which we send you no more of them.
